Digital transformation, leading to algorithmic governance, may be challenged in times of crisis, such as the recent pandemic outbreak, as new technologies in public sector institutions and forms of data-driven surveillance and intrusive monitoring are introduced in the name of public security and social need. This research focuses in affirming the assumption that the effective management in the public sector, first of all, is determined by the ability of this sector to transform the perception of the services delivered; secondly, it requires strategic actions to enable the systemic and coherent digital transformation of the public sector; and lastly, the new strategies of human resources management in the public sector should be considered. The field research was conducted at Kherson State Agricultural University (Ukraine) in 2017 – 2019 under conditions of dark chestnut alkaline soils with the humus content of 2.5% in the plough layer. The results of the three-year field research prove that the net profit reached the absolute maximum in the variant of the hybrid LG 5580 under conditions of applying the bio-fungicide Fitotsyd-r with the stimulator Ahrostymulin at the stage of budding and amounted to $1081/ha. In this case the cost price was the least – $141.6/ha, and the profitability level was the highest – 196%. In the areas sown with the hybrid Tunca the variant with the combination of Fitotsyd-r and the growth stimulator Ahrostymulin also provided a positive result, but it yielded a little to the combination of the preparations Fitosporyn / Ahrostymulin: the net profit was $579.7/ha, the price cost made $203.4/ha and the profitability was 106 %.On the whole this analysis makes it possible to maintain that additional costs related to purchasing and applying fertlizers are totally compensated owing to the cost of an increase in the yield.</p> Yevhenii Domaratskyi Anastasia Kaplina Olga Kozlova Nonna Koval Andrii Dobrovolskyi Copyright (c) 2020 Yevhenii Domaratskyi, Anastasia Kaplina, Olga Kozlova, Nonna Koval, Andrii Dobrovolskyi 2020-11-01 2020-11-01 11 9 2171 2184 10.14807/ijmp.v11i9.1406 Energy sector impact on country’s economic security: Baltic sea region EU countries’ case http://www.ijmp.jor.br/index.php/ijmp/article/view/1399 <p class="Referncias">The article object is to is a relatively new research direction in economic theory - economic security at the macro-level. One of the aims of this article is to reveal the country’s economic security idea and to choose methods for this economic phenomenon evaluation as well as to suggest the method to evaluate the energy sector's impact on this economic phenomenon. Firstly, the authors review different approaches to economic security principles and do some assumptions related to the country's economic security concept. There is shortly described the energy sector. Since the scientific problem is how to evaluate the energy sector and the country's security and what impact the energy sector has on the country's economic security, the authors have selected methods to analyze the links between energy sector activities and economic security. The article offers a comparative analysis of the structural models, principles and new political initiatives of adults training in tertiary education systems of Ukraine and Denmark. The Danish context is the most important for the development of adult education policy in Ukraine as Denmark has gained a unique experience in creating of democratic adult training system existing as a component of lifelong learning. Multiple sources in Ukrainian, European and Danish educational environments at various time points from 2000 till 2020 have been used in data collection for this study. Adult education in Ukraine requires a substantial adjustment at the legislative, structural and technological levels. Based on a comparative analysis of the adult education systems characteristic features of Denmark and Ukraine, the author has substantiated suggestions for the construction of efficient adult training models in higher educational institutions of Ukraine. The work substantiates the improvement of the method of forecasting the demand of natural resources, required for fodder production. That method expects the performance of four stages, which are based on production experiments and require computer modeling. The presented method, contrary to the existing ones, considers changeable natural-climatic, subject, organization, and scale constituents of the project environment of the agricultural production projects. Using the developed computer model for forecasting of the natural resource demand for fodder production under conditions of the agricultural servicing cooperative “Pokrova” of Zabolottsi community in Brody district of Lviv region, the work has studied impact of natural-climatic, organization and scale constituents of production conditions on the variation of the natural resource demand. It is confirmed that the mathematical expectation of the area of the required field for the growing of fodder crops with a proportional change of the milking herd population is made according to polynomial dependencies of the second order. The correlation coefficient of the obtained dependencies is 0.85…0.99. It confirms a strong correlation relation between the mathematical expectation of the area of the field, necessary for the growing of fodder crops, and the structure of the milking herd population. The increase of the milking herd population results in the growth of the mathematical expectation and insufficient increase of the mean-square deviation of the area of the field, required for growing of fodder crops. The role of logistics in ensuring the balanced development of regions and united territorial communities to gain their competitive advantages is shown. The dynamics of the Logistics Efficiency Index (LEI) of Ukraine in comparison with some other countries and the dynamics of the components of LPI in Ukraine for the period 2007-2018 are analysed. A number of problems that cause a low level of logistics in Ukraine have been identified and ways to improve the logistics activities of the regions have been proposed. A system for managing the logistics activities of the united territorial communities has been developed, which is the starting point for the organization of the social development management system. The system is a multi-component structure that combines objects, tasks, management methods and techniques, evaluation indicators and indicators. The article provides an understanding of crisis results at the enterprises activity in conditions of poor management and weak financial strategy. It is analyzed current business situation, including results of the companies due to the coronavirus. It is established that not only the crisis management system (if it exists at the enterprise), but also the financial management system at the enterprise has great importance during a crisis and ensures its stable functioning afterwards. With unstable financial flows and their inept coordination, a crisis for an enterprise can come much earlier (due to internal disruption) than for the whole country or the world economy as a whole. The results are based on theoretical scientific researches and financial and economic data of enterprises activity.<strong> </strong>Based on system analysis, a number of features have been identified as the building elements for the formation of understanding how to manage an organization in a crisis taking into account the financial aspect. A logical sequence of factors and their interrelationships was established within the entire process of enterprise management during a crisis. Identified elements indicate the directions that need to be implemented at the enterprise for its stable functioning even in times of crisis. According to the analyzed data, most companies used their financial reserves and were able to improve their positions. It is investigated the main common ways to reduce costs in crisis: reducing the production capacity (including the number of purchases, storage), changing the schedule of employees working day (taking into account daylight hours), reduction (closure) of sale points (which, among other things, provokes staff reduction also). In order to assess the extent to which Lithuanian processing industry companies are digitalized, an in-depth descriptive analysis of installed digital technologies in these companies was executed. The goal of this analysis – to determine whether Lithuanian companies of processing industry has been sufficiently digitalized and are ready to completely adopt the principles of Industry 4.0 in the installation of digital solutions within all segments of the value-chain creation. The research on already-applied digital tools and technologies in those companies was made during the phase of analysis. There was also an attempt to define the most digitalized processes of operation and the least or non-digitalized processes of operations in those companies. After the assessment of a current digitalization level in the company was made, there was an attempt to clarify the strengths and problematic challenges as well as the underlying reasons for its challenges. The results helped to establish a certain typology of rural areas according to the level of their development and to group the solution of their development problems into three components: economic, social and environmental. Speaking of national cyber security strategies, a positive thing is that the majority of EU member states have already approved such strategies. However, the approved strategies differ considerably in terms of their content and implementation. The present article aims at identifying reasons for differences in individual national strategies and analyses aspects of their unifications in expectation to find out an optimum balance between the degree of unification and the need to retain differences arising from intrinsic national singularities. To this end, the article analyses the issue of national cyber security on the basis of Lithuania's cyber security strategy as a sample in the context of ENISA good practices for the development of cyber security strategies and by application of ENISA developed KPIs and testing ENISA cyber security strategy evaluation tool. The relevance of the study is due to the significant increase in the role of state support for key sectors of the economy in a systemic crisis caused by the coronavirus pandemic COVID-19 and restrictive quarantine measures. Limitation of budget funds implies an urgent need for their most rational use, identifying trends and areas of which this study is devoted. The research methodology is based on comparative analysis, economic and mathematical modeling, methods of assessing the effectiveness of budget programs, the use of analytical surveys, statistics on self-assessment of agribusiness and data from independent news agencies on the effectiveness of government regulation. The information base is the regulatory framework for state support of the agricultural sector, analytical studies on budget support for the agricultural sector and budget expenditures for agricultural development were based on official data from the State Statistics Service of Ukraine and the Ministry of Economy, Trade and Agriculture of Ukraine. The study analyses some components of the Strategy for the development of the agricultural sector of Ukraine, the Concept of development of farms and agricultural cooperation for 2018-2020, the project and the place of state support in its regulation. The information base of the study is the regulatory and legal framework of state support for the agricultural industry, analytical studies of information agencies, data from the State Statistics Service of Ukraine and Ministry for Development of Economy, Trade and Agriculture of Ukraine. The data on the planned and actual indicators of budget expenditures for agricultural development were obtained on the basis of an analysis of the reports posted on the official website of the State Budget of Ukraine. The study determined the market capacity by financing the activities of small agricultural enterprises by sources and state support. An attempt has been made to outline the technology for a comprehensive assessment of the need for financing peasant and small farms in Ukraine through determining the capacity of financing the industry. As a result, it was established that the annual demand for resources for this type of entrepreneurship is at least UAH 370 billion, and in the near future it will grow at least UAH 26.5 billion annually. The implementation of the BEPS plan is primarily made through frame working a transfer pricing control system in Ukraine, which aims to reduce illegal tax sheltering through foreign economic transactions with interdependent or interested parties as well as through transactions with contractors that are registered or make business in low-tax jurisdictions. The purpose of this study is to evaluate the results of implementation of European requirements in the system of audit of foreign economic activity in Ukraine. The study is based on data from the State Statistics Committee of Ukraine, the State Fiscal Service of Ukraine for 2015-2019.The article identifies the amounts of Ukrainian exports (imports) to (from) low-tax jurisdictions, analyzes the controlled exports and imports by geographical segment. The study presents evidence of the use of transfer pricing mechanisms by Ukrainian companies to optimize income taxation, which is contrary to the interests of the state. Therefore, a special need consists in improvement of the state control over operations of the foreign economic activity. The changes and current trends in foreign economic operations during the implementation of transfer pricing controls since 2013 in accordance with the BEPS plan were examined. First of all, in order to get answers to these questions, the authors conducted a study of the main trends in the development of the «Big Four» companies in Ukraine. It was found that the characteristic competitive environment in the market of audit services, the impact on competitiveness of pricing policy and regulatory requirements, relating to the acquisition of audit services by public sector entities through a public procurement system "ProZorro". An element of price regulation and compliance with the transparent conditions of the competitive environment is the participation of audit firms in the public procurement system. As a result of processing data on procurement of audit services for the period 2008-2019, the authors calculated key indicators that characterize the concentration of the audit market. Based on the data on the amount of remuneration for various types of audit services using the public procurement system "ProZorro", aspects of pricing policy and the role of the companies of the "Big Four" in the market were established. The information base of the study was data on the composition and structure of expenses for preparation of one student, obtained as a result of a survey of 87 institutions of higher education in Ukraine for 2015-2018. Methodical and methodological base for calculating the cost of training one student of higher education institutions was the methodology developed by the State Educational and Scientific Institution “Academy of Financial Management”. Information on the cost of education, the cost of training one student in terms of individual specialties was used on the example of SHEI “Kyiv National Economic University named after Vadym Hetman” and obtained from the official website of the university. As a result of research the technique of the matrix analysis of an estimation of competitiveness of educational products which is based on a combination of indicative values of indicators is offered. It is proposed to carry out such an assessment on the basis of a two-dimensional matrix, and provide an analytical interpretation of the values of each cell of the matrix, which ensures the implementation of evaluation and search functions of strategic management and forms analytical basis for monitoring costs and revenues for the top management of the institution. The institutional influence on the accounting system in Ukraine and its reasons are established on the basis of an empirical generalization of the positions of various authors, as well as a critical analysis of the existing norms and practices. The method of regression analysis was used to select the basic branch of the national economy, on the example of which the study was conducted. It is substantiated that objectively this influence is associated with social and international requirements, however, for agricultural enterprises, the prerequisite for the introduction of institutional frameworks is the desire of these entities for international cooperation. <strong></strong><br clear="all" /><strong> </strong></p></div><p>The above arguments are based on the analysis of statistical data, the results of a questionnaire survey of 105 heads of Ukrainian agricultural companies. An empirical generalization was carried out on the basis of a critical assessment of the normative and legal framework for the development of accounting and accounting for the results of the survey, which made it possible to assess the genesis of the introduction of institutional accounting frameworks in the agricultural sector of Ukraine and substantiate the objective need for such a process. It has been proved that the discussion on the objectivity or compulsory development of the institutional foundations of accounting has real ground. For this purpose, for comparison, the results of a questionnaire survey of managers and accounting specialists in the public sector and indicators of the dynamics of the availability of funds in the single treasury account as of January 1 in recent years are presented, which made it possible to conclude that there are no objective reasons for the institutionalization of accounting and its compulsory nature in this sector.</p>It follows from the study that the institutionalization of accounting is both an objective requirement of the time and a mechanism of public pressure at the same time.
